Ici tu vois que la construction est différente avec WHO si la question porte sur le sujet -->pas d'auxiliaire,  ou sur le complément --> auxiliaire

c- Why was she shocked ?

d- When were you in London ?

pas d'auxiliaire 'did' avec BE puisque c'est déjà un auxiliaire
